The Twelfth Commission has recommended grants for the ULBs of the state to the tune of Rs. 393 crore for the period 2005-06.Urban local bodies of this State are provided with annual allocation of 78.60 crores.
As per recommendation of the Commission 50% of the grants-in-aid provided for the ULBs have to be earmarked for the scheme of solid waste management through public-private partnership. The municipalities are required to concentrate on collection, segregation and transportation of solid waste. The municipalities are free to outsource the job or to do it departmentally by using their own infrastructural facilities. In both the cases cost can be met out of grant. This grant can also be used for building data base and maintenance of accounts. Allocation of fund amongst ULBs will be decided by the department keeping in view the recommendations of the Commission.
Solid Waste Management Mission has already drawn up an Action Plan in this regard. 5 urban local Bodies have been provided with 5 mechanical sweepers out of their allocated amount. Measures have also been taken under KUSP progremme for introduction of accrual based Double Entry Accounting System and building of database by using Geographical Information System. Under Roll Out of KUSP programme, steps have been taken for accounting reform & building of data base in ULBs outside KMA.
