GIS and E-Governance
   
 
A decentralised Ward Level e-Governance System and Web Based Monitoring System for the ULBs is the vision of the Municipal Management of West Bengal. For this purpose ULBs need a detailed and reliable database. One of the modern techniques for preparations of database is Geographical Information System (GIS). This will help the ULBs to identify deficiencies both quantitatively and geographically in the field of physical infrastructure, health, education, shelter and economy, enabling the ULBs to plan in a holistic manner. The ULBs will be able to augment their income through better collection of taxes, as the system will provide the status of arrears and non-taxed locations. The programme was initially financed by World Bank and UNICEF and later on continued with our own resource from State Government, and from DFID assisted KUSP project. Works related to GIS have been started in 62 ULBs through KMDA and SUDA. The ULBs will be able to augment the income of the ULBs through better collection of taxes, as the system will provide the status of arrears and non-taxed locations. So far in 19 ULBs, work of G.I.S. has been completed and few ULBs have started introducing G.I.S. in collection of tax, which has shown remarkable improvement.

A decentralised Ward Level e-Governance System and Web Based Monitoring System for the ULBs is the vision of the municipal management of the State. The work for decentralised Ward Based System including citizen service has already been started in a few municipalities.Municipal e-Governance Modules include Birth / Death Registration System, E-education system, Public Grievance & Redressal Module, Health System, Trade License (renewal and new) System, Property Tax Management System, City Web Portal, Building Plan approval system, Financial and Accounting System, Ward Wise Management Information System, Infrastructure Management System, ULB Infrastructure, Water Works management system, MIS, Integration of existing or to be developed GIS.

A technical Committee has been formed to overview the technical aspects of the project and decisions are being taken as per their guidance. IT steering committee and Technical Committee meeting has been organized to finalize the architecture of e-governance system, where a decentralized architecture has been finalized. It was decided to have a single system integrator for hardware, networking and software integration. Procedure for data migration has been started, for which the existing digitized data of all the ULBs has been collected. For the non-digitized data, the information about the same has been collected. Accordingly a draft data migration plan has been prepared. Requirements for LAN and hardware at ULB have been finalized for all the ULBs. Out of 40 ULBs, 5 ULBs network system installation is complete, 29 ULBs started the work and rest will start within March, 2008. A total number of 55 monument points within 40 ULB has been constructed. These monument points will act as geo-reference points for aerial survey.
Current status of e-governance:
  1. Agreement has been signed with Wipro Ltd. for the job of e-governance, the tenure of the agreement is from 18th October, 2006 to 21st February, 2011.
  2. IT steering committee has been formed for CMU, KUSP.
  3. At ULB level, IT steering committee is being formed for over viewing the job of e-governance. A total of 25 ULBs already formed the committee
  4. A total of 38 IT coordinators joined in the ULBs.
    1. Inception report has been prepared by M/s. Wipro Ltd. and accepted by CMU.
    2. As- Is report has been prepared by M/s. Wipro Ltd. stating the current procedures followed in the ULBs and accepted by CMU.
    3. Should Be analysis has been prepared by M/s. Wipro Ltd.
    4. SRS preparation is completed on the different modules of e-governance. For the same module wise Ad-Hoc committee has been formed and meetings with the committee are regularly being conducted to understand the requirements. The modules that has been finalized are:
