Integrated Low Cost Sanitation (ILCS)
Initiated on: 1991
 
Objective:

Liberation of scavengers engaged in inhuman and disgraceful occupation of removing night soil manually and ensuring proper environmental sanitation by eradication of dry latrines / service privies and other unsanitary latrines as well as construction of new latrines in households where no latrine exists.

Covered Area:

All the households, which have dry latrines & households having no sanitation facilities including households in slums & squatter colonies.

Implementation:

With GoI subsidy, loan & beneficiary contribution. The loan and subsidy portion is based on the income of the beneficiaries with the objective to provide subsidies to lower income groups only. Maximum subsidy admissible is 45% of the project cost as decided by GOI from time to time.

In the first 6 phases, 1,93,510 latrines have been constructed. Under the ongoing phases, so far 6196 latrines have been completed and fund has been released to the tune Rs. 84.68 crores.

Revised Guidance :

Recently, GoI has been issued revised guideline with following pattern of 75%(GoI), 15% (ULB) & 10% (Beneficiary Contribution).
