Urban Planning
   
 
 
The concept of development planning was a part of urban governance in this State. Organised planning in this State started with enactment of the West Bengal Town & Country (Planning & Development) Act, 1979. Under the provisions of the said Act different Development and Planning Authorities were constituted, and the said Development and Planning Authorities took important part in the work of Planning and Development of the Urban as well as rural areas under their respective limits by assisting the Local Bodies in this areas. After enforcement of the provisions of the Constitution (74th Amendment) Act, 1992 the Urban Local Bodies have become the primary units for preparation of Draft Development Plans, which are to be integrated by the District Development Committees, constituted under the West Bengal District Planning Committee Act, 1994, in the case of districts, and in the case of Urban Local Bodies in Metropolitan areas by the Metropolitan Planning Committee constituted under the West Bengal Metropolitan Planning Committee Act, 1995.

The concept of constitution of District Planning Committee and the Metropolitan Planning Committee has been introduced by the Constitution (74th Amendment) Act, 1992. In this State the statutory provisions for constitution and functioning of the District Planning Committee and the Metropolitan Planning Committee have been made in the West Bengal District Planning Committee Act, 1994 and the Metropolitan Planning Committee Act, 1995. District Planning Committees have been constituted in all the districts and the only Metropolitan Planning Committee in this State for Kolkata Metropolitan Area has been constituted, which is the first of its kind in the country.

For preparation of Draft Development Plan detailed provisions have been made in the relevant statutes. In this State for the Urban Local Bodies it is mandatory to constitute Ward Committee, constituted with the general citizens of the ward and with the representation of women of BPL families, in each ward of every municipal area. This ward committees have been entrusted with the work of, inter alia, identifying the problems of the ward area and also fixing priority for implementation of development works. Now it has been made mandatory to involve the ward committees and the general citizens in the process of preparation of Draft Development Plan by the Municipality.

Participation of poor families in planning and implementation of slum level Basic Infrastructure Development as well as Socio-Economic Development has been ensured through formation of Community Based Organisation.
