The Jaigaon Development Authority (JDA), the nodal agency for the development of areas under three Gram Panchayats of Kalchini Block under Alipurduar Sub-Division in the District Jalpaiguri was created by up- gradation of Jaigaon Planning Authority on 18-07-1990 [Notification no. 2066-T 7 CP/1C-13/84, Dtd. 18-07-1990 of Development and Planning (T&CP) Department]-in pursuance of the objectives of the West Bengal Town & Country (Planning & Development) Act. 1979.
JDA area consists of the following Mouzas- 1) Dalsingpara Tea Garden 2) Torsa Tea Garden 3) Machia Basti 4) Gopimahan Tea garden 5) Jaigaon and 6) Chota Jaigaon. Total area of JDA is 46.00 Sq. Km. Jaigaon (Gateway to Bhutan) is situated in the foothills of the Himalayas on the bank of river Torsa. The population of Jaigaon Planning Area is 67,967 as Census 2001. More than 90% of the populations are dependant on non-agriculture activities and a good number of people work in the Tea Industries.
On the basis of present predominant economic activities, Jaigaon Planning Area may be subdivided into three distinct characters where Jaigaon Gram Panchayat-II has predominant commercial activities that reflect its urbanizing characters whereas area under Jaigaon Gram Panchayat-I is still maintaining agro-economy. The economy surrounding Dalsingpara Gram Panchayat is dependant on the tea garden sectors.
JDA has been established in 1987 under the West Bengal Town & Country (Planning & Dev.) Act, 1979.
Jaigaon Development Authority has intended to take up proposal of some ambitious projects in near future on Public-Private partnership basis with the liability of JDA to be restricted to land equity during the next five years (2007-2012) as per guidelines of perspective plan. At present main focus of JDA is to develop Jaigaon as LAND PORT with all basic amenities and facilities so that a sophisticated environment can be developed for investment for the public-private partnership entrepreneurs.
However, as per decision of the JDA Board, the P-P-P projects shall be taken up after settlement of Land in favour of UD Department for ultimate use by JDA as most of the lands at Jaigaon are vested lands and initiation of long-term lease of vested lands has not yet been started.
